I think we need to democratise the provision of these services and I am instinctively wary of single purpose joint boards. This may involve merging council's or creating a regional tier of government.<br /><br />And yes, before you say it I knwo it will be tough as there are very powerful vested interests who want to keep the status quo, but such is life.
